WOODTURNING-POLISH.EU in The Netherlands, is our EU distributor and they do sell the Hard Shellac. Click on THIS LINK to see their pricelist for all products. They have distributors throughout EU including in France but I don’t know if any of them stock the Hard Shellac.
You could also call them to see if anyone in France has any at the moment.

We just had a very large shipment for them leave here last week. This shipment does have some Hard Shellac included in it if they have none right now. However with world wide shipping delays and problems it could be another couple of months before it finally gets to them.
